Highway OJT Program
The Highway On-The-Job (OJT) Training Program provides training opportunities to females, minorities and disadvantaged individuals. These programs were established by a special section of the Federal Highway Act of 1968 after congressional hearings indicated an absence of female and minorities in equipment operator classifications on highway projects. States are assigned training goals by the FHWA and passed down to contractors performing the work. Some of the considerations for assignment of trainees to a project are:
- Location of project
- Duration of the project
- Work force expected to be used to build the project
- Types of training opportunities that will be available on the project
- Dollar size of the project
- Availability of minorities and females in the project area
Carolinas AGC has an approved OJT Training Program for Contractors who have contractual training requirements on projects in the Carolinas.
- The North Carolina Department of Transportation NCDOT administers the OJT Training Program.
- The South Carolina Department of Transportation SCDOT administers the OJT Training Program.

An OJT manual has been developed to assist contractors with implementing their own OJT program and for completing the Training Special Provision (TSP) requirements on projects. All contractors awarded projects within the state of South Carolina will use this manual when fulfilling the TSP requirements
